Results of Insch School Travel Survey June 2008

BACKGROUND

Over the last year there has been a big expansion in the size of Insch although the school role itself has not significantly increased. The last traffic survey was carried out in 2006 and since then traffic calming measures have been introduced on Martin Road along with flashing 20mph signs on Alexander and George Street. A trial one way system along Alexander Street was introduced and to judge how effective the trial was a questionnaire was drawn up. The questionnaire was also designed to obtain up to date information which reflected the current size of Insch. Altogether 204 questionnaires were issued. This included 29 to the Nursery classes. The Nursery classes either walk or more predominately come to school by car as they are not eligible to go on the buses. Due to this the nursery questionnaires were marked with an N on the right hand corner so that they could be analysed independently.

Click on the link below to dowload the Travel Survey in pdf format

<a href="http://www.insch.org/xoops2/uploads/InschSchoolTravelSurveyJune2008.pdf"target="_blank">Download the Insch School Travel Survey June 2008

Scotia are holding a further Planning Workshop in Insch Church Hall on Thursday 22nd May 2008 6.30pm
The following is an account of the previous workshops.
I am posting this report as I am concerned that the majority of Insch residents had to miss the ‘Insch Design Workshops’ organised by Scotia Homes.
The Design Workshops took place on 9 and 10 April. Only those who had attended the previous one day workshop received notification of this event.
On the first morning a maximum of 15 Insch residents attended. There was a similar number in the Scotia ‘team’ which comprised architects, artists, landscape specialists etc. It was pointed out that the audience hardly seemed representative of the population of the village at large, but the response was that there would be further opportunities for others to participate in the future.
The presentations given related to an‘ideal village’. A mix of sizes of houses in any new development was generally agreed to be preferable to the schemes of large family houses currently being built in Insch. The idea that some small business premises be included (so that some residents could walk to work ) also met with approval. It was suggested that in any new development cars should be hidden at the rear so that they did not dominate the landscape. Traffic calming should be inherent in the design so that obtrusive measure such as speed bumps would not be required.
The fact that people were generally reluctant to walk further than 10 minutes to reach services was thought to be important. The audience was very sceptical that new development would attract more shops to the village. This had not been borne out elsewhere in the area and even people in Inverurie were finding that the small specialist shops were closing.
After lunch there was a bus tour of Insch and the surrounding area. I did not participate in this but returned for the workshops. These picked up on the idea that the 10 minute walk was significant. Maps and clear plastic discs with a radius representing a 10 minute walk were provided. We all seemed to be encouraged to establish these circles near to the existing centre of the village. I could not see the reason for this as, if these developments were to be self sufficient, there was no reason why they couldn’t be drawn out towards the A96, past the existing Scotia development.
On the Thursday morning the Scotia team appeared to be extremely busy drawing up maps and plans. Those residents who attended (probably no more than 8 in number) were able to see a pattern book illustrating types of houses for future development in Ellon. While these were very interesting, well-designed and innovative, those present contributed virtually nothing to the plans which were being drawn up at three other tables. Five residents left at lunch time for various appointments.
This design activity continued into the afternoon when only two Insch residents were present. Our contribution to the output of drawings and plans was minimal. Two artists were co-operating in producing a detailed plan from a sketch. Alarmingly, this showed the village walk which starts opposite Beechcroft Terrace bordered by housing along its length on the south side, with some further housing on its north side in front of Drumrossie House. I was very concerned at this point and asked how this plan had emerged from the input from residents. I did not get a satisfactory response.
Approximately 15 residents attended the evening session and I believe were somewhat shocked at the appearance of the specific plan described above. By the evening session the OHT showed the tree lined Lovers’ Walk being intersected twice for access purposes.
It is ironic that the annual museum exhibition just opened at the Station museum, has as its theme ‘’Street names and Walks of Insch’. Naturally, the history behind Lovers’ Walk the other linked pathways is a central feature of the display.
Several years ago the Community Council established that village residents generally took the view that further development should be out towards the A96, thus safeguarding the village centre from too much traffic. It goes without saying that, while some opportunities could be provided for commercial activity in a new development, the majority of people would still have to travel along the A96 to work.
It was mentioned several times during the workshops that Insch has few green spaces and therefore the walks we have are particularly precious. Residents have made this clear time and time again. We received government money and Lottery money towards improving the walks and the meadow area at the start of the walks. I think most residents would see it as very important that these open spaces are not jeopardised by thoughtless development. There would not be much pleasure to be gained from a walk if it is confined to a corridor between development sites, and if the views across open countryside towards Bennachie, Foudland, Dunnideer, etc are lost. In drawing up the plan described above the Scotia team has merely shown that they completely failed to listen to us during the workshops.
In fairness, a Scotia representative has since said that the detailed plans drawn up were simply a design exercise and Scotia has no interest at present in the areas indicated in the drawings. The Scotia team has come up with very attractive house types and well thought out layouts for future developments. I hope that they will take an equal amount of care in selecting sites for these which will not result in the loss of any further amenity in this village.

Insch School PTA Race Night

Friday 14th March at 8pm in School Hall

We have had a fantastic response from local businesses, who have been very generous in sponsoring our races for Friday night. Also, an abundance of raffle prizes have been rolling in. The DVD package has arrived with the sealed races and our Compere for the evening is at the ready.

Now all we need is your support! It is not too late to organise a babysitter, or how about a fun Girls/Lads night out?

Unfortunately, tickets sales have been slow. We really need your support to acknowledge the generosity of local businesses, and make it a fun, worthwhile evening.

Some people have asked what happens at a Race Night. We have outlined below how the event is run.

With your support we will have a great, exciting, fun-filled social evening, and raise funds for the local school.

Unfortunately, without your support, the event may need to be canceled.

To give us an idea of numbers, and to reserve your ticket, please phone:

Elaine on 820997 or Alison on 831497

or enclose £2.50 per ticket to Mrs Simpson, at the School office.

* as soon as possible *

What is a Race Night

If you have not been to Race Night before, this is how it works:

We will be presenting 8 horse racing films during the evening, each with eight runners, numbered 1 – 8.

You will be invited to purchase a tote ticket, at the cost of £1, on whatever number you think will win the race. There is no limit to the number of tickets you buy, and of course, the more bets you make, the better your chance of backing a winner.

When all the bets are made the film is shown, and the winner will be clearly displayed on the screen at the end of the race. We use the ‘tote system’ to calculate the winnings, which basically means that money is collected in, 40% is retained for funds, and the remaining 60% is paid out as winnings.

If you have a winning ticket you may collect your winnings at the payout desk, then the tote is re-opened so that you can place your bets on the next race.

That, simply, is it!

After cheering on your horse, you may need to quench your thirst at the bar, which will be open all evening!

Insch has won a Breathing Space grant of £8000 from the Big Lottery Fund. This will be used to regenerate Insch Meadow.
What is a Breathing Space? It is somewhere you can escape the hassles of everyday life and children can learn about nature and get their hands dirty.
Where is Insch Meadow? In the High Street turn left down the lane at the side of the Masonic Hall. You will find an area of long grass, trees and bushes, with a burn running through it.
What will the grant be used for? A mown picnic area will be created with picnic tables. The grassland will be managed to encourage the spread of wild flowers, improving the biodiversity of the area. A new pond is planned where a curling pond existed before WWI.
A group has been set up to manage the project but lots of help will be needed to ensure its success. The first event will be held at the Meadow on Saturday 28 July.

First Scotrail has applied to lock up the traditional indoor waiting rooms (C listed buildiings) at the station and replace them with glass and steel shelters built on the platform. This would be seriously harmful to the character of our"picture postcard"station. First Scotrail describes the old waiting rooms as"a fire hazard".

Apart from the effect on the appearance of the station, the new waiting rooms would be open to the elements and may encourage groups of youths to congregate in the evenings. The old waiting rooms may fall into disrepair if unused.

We were apparently notified of this in"The Herald"of 24 February 2006. The application is to be considered at the Garioch Area Committee on Tuesday next (22 August) but how local people were supposed to find this out I have no idea. I have not been able to find this application on the Council's web site (<a href="http://www.ukplanning.com/aberdeenshire/search/index.htm"target="_blank">http://www.ukplanning.com/aberdeenshire/search/index.htm) other than by typing in the application number. Even inserting the postcode of the station (AB52 6XP) does not bring it up.

If you object to these plans, please send an e-mail to the Planning Officer TODAY OR TOMORROW IF POSSIBLE.

jay.turner@aberdeenshire.gov.ukreference Planning Application APP/2006/0515

Objections are sometimes copied to the Councillors right up to the time of the meeting, so please send in your objection even if you don't have time to write until the weekend. You may have noticed the beautiful hanging baskets which have
appeared around the village. This year these have been paid for by a Community Council grant from Aberdeenshire Council, together with some additional cash from West Garioch Community Council.

The baskets were created by Janette Bean and will be maintained over the summer by Blossoms of Insch.

R. J. Planthire very kindly stepped in to make the brackets for the lamp posts free of charge, and also volunteered a digger and manpower to put the baskets in place. Well done, Ron&co.

As we won't qualify for a grant for this purpose again, it is hoped to collect donations towards repeating the exercise next year.
Opinions, suggestions welcome.

Mary Murray
In December, in response to an outcry from the village, the Garioch Area Committee decided that Aberdeenshire Council was not obliged to find an access for the proposed development at Drumrossie, and that cutting down 22 trees was just not acceptable.

We now need your help again as the developer has lodged an Appeal with the Scottish Executive.

Many of those who objected last time will have received a letter from Aberdeenshire Council informing them that their letter of objection will be passed to Scottish Ministers, and offering the opportunity for additional comments to be made.
Other residents can also state their objections at this time, even although they did not do so previously.

The address for objections is

seiru@scotland.gsi.gov.uk(Ref P/PPA/110/580) Please make sure you put your postal address on your e-mail.

or write to :-

Scottish Executive Inquiry Reporters Unit (Ref P/PPA/110/580)
4 The Courtyard
Callendar Business Park
Callender Road
Falkirk
FK11XR

Closing date is 10 July

I would be interested to hear from anyone who sent a letter of objection to the original application by e-mail and did not get a letter from Aberdeenshire Council this week, since I suspect that these objectors may have been left out. It would be very useful if you have a copy of the original e-mail, which would have been sent in December.

Circumstances have changed since the original application, since 86 houses are going ahead on the adjoining site on Denwell Road . Work has already started. This large scale development will change the nature of the village and impose an additional burden on the already inadequate infrastructure. We will be in even greater need of our trees and precious green areas.
Since Aberdeenshire Council has stated on the Appeal Questionnaire that they do not wish the appeal to be the subject of a Public Local Inquiry, residents'representatives will not have an opportunity to put their case in person to a Reporter to the Scottish Executive. You could e-mail Karine SullerKarine.Suller@aberdeenshire.gov.ukto protest about this decision.

The original application came before Committee on 20 December when it was difficult for people to find time to respond. Now we have the letters about the appeal being sent out just as many of you will be going off on holiday. The letter states that the Notice of Appeal and other documentation is available at Gordon House, but how many of residents are going to find time to inspect these in the short time available? To be seen to be consulting fairly, Aberdeenshire Council should be asking the Scottish Executive for a delay until after the traditional holiday period.

The majority of people in the village will not know that an Appeal has been lodged. Please help by informing as many people as possible and encouraging them to write.

Many thanks
Mary Murray
(on behalf of Drumrossie Action Group)
